VUSICVoya Ultra Short Income ETF

XHLFABondBloxx Bloomberg Six Month Target Duration US Treasury ETF

In short

VUSI Voya's late-2025 arrival in the cash-parking aisle: an actively managed ultra-short bond fund built to hunt current income while keeping principal steady. A new name in a category ruled by entrenched giants.

XHLF Most cash-parking funds pick a maturity bucket. XHLF picks a number: it blends Treasury bills to an average duration of about six months, resets to that target monthly, and charges three basis points to do it.

Stated mandate

VUSI VUSI seeks high current income while preserving capital. It is actively managed and normally invests at least 80% of its assets in diversified income-producing bonds or economically similar derivatives.

XHLF The Fund seeks to track the investment results of an index composed of U.S. Treasury securities.

Why people hold it

  • VUSI Actively managed, not index-shackled: at least 80% of assets sit in diversified income-producing bonds or economically similar derivatives, with a stated goal of high current income while preserving capital.
  • The prospectus sets a monthly income distribution schedule, which matches how most people use a cash-adjacent holding.
  • The mandate isn't fenced to US paper. It can reach into international and emerging market issuers, a wider pool of short-dated bonds than a Treasury-only fund shops from.
  • Ordinary 1940 Act fund plumbing. No partnership wrapper, no K-1 arriving in your mailbox in March.
  • XHLF Costs 0.03% a year, against a typical short-Treasury peer near 0.14%. In cash-like funds, where returns come from bills everyone owns, fee is the main lever.
  • Tracks an index built to hold an average duration of roughly six months, rebalanced monthly, so exposure stays anchored instead of drifting as bills mature.bondbloxxetf.com
  • Sits in the gap between 0-3 month bill funds and one-year funds. Its sibling XONE targets a one-year duration at the same 0.03%, so the two can be mixed to dial in duration.
  • US Treasury bills only, no credit bets hiding in the portfolio, run in a multi-billion-dollar fund that has stayed close to its index.

Worth knowing

  • VUSI Active costs more here: 0.25% a year against a category median of 0.20%, and above the aisle's scale players (VUSB at 0.10%, SHV and PULS at 0.15%).
  • Launched in November 2025, so there's no long record to judge and the fund is still building scale. Newer, smaller funds tend to trade with wider bid-ask spreads than category veterans.stockanalysis.com
  • Ultra-short is not the same as cash. This holds bonds, and the mandate allows derivatives and non-US credit, so the share price can move.
  • XHLF Six months of duration is not zero. Prices move a touch more when yields shift than in 0-3 month bill funds such as BIL or CLIP.
  • Income rides whatever Treasury bills happen to pay, and distributions arrive on an irregular rhythm rather than a fixed amount or schedule.
  • Volume is moderate next to the largest bill ETFs, so spreads can be a bit wider, which matters more on big tickets than small ones.

How we measure overlap

Each holding counts at its smaller weight in the two funds, summed over the full Holdings. Sector, country and asset class use the same rule on each fund’s split. Cash, FX and derivative lines stay out of the counts. Two bond funds get no overlap figure.
