BBSBAJPMorgan BetaBuilders U.S. Treasury Bond 1-3 Year ETF

FTSDCFranklin Short Duration U.S. Government ETF

In short

BBSB A plain box of short Treasuries at 0.04%, well under what the category's longtime benchmark fund charges for the very same ICE index. About 90 bonds, monthly income, no story beyond the math.

FTSD Most short-government ETFs just clone a 1-3 year Treasury index. FTSD's mandate is wider: at least 80% in U.S. government, agency or instrumentality debt, run for current income and capital preservation since 2013.

Stated mandate

BBSB The fund seeks current income by tracking the ICE U.S. Treasury 1-3 Year Bond Index. It uses representative sampling to closely replicate the index's characteristics.

FTSD The Fund seeks high current income consistent with prudent investing and capital preservation, investing at least 80% of net assets in U.S. government, agency, or instrumentality securities.

Why people hold it

  • BBSB Charges 0.04% a year, versus a 0.15% median for 1-3 year Treasury ETFs. On a parking-lot asset like this, fee is most of the controllable outcome.
  • Tracks the ICE U.S. Treasury 1-3 Year Bond Index, the same benchmark iShares' SHY follows at 0.15%. Same bonds, same rules, a fraction of the toll.jpmorgan.com
  • Representative sampling of roughly 90 Treasuries keeps it tight to the index, and it stays in its lane: U.S. government paper, one to three years, monthly distributions.
  • FTSD The mandate reaches past plain Treasuries into agency and instrumentality paper, with at least 80% of net assets in government-backed debt and a stated goal of income plus capital preservation.
  • Short duration by design, so a swing in rates moves it far less than a long bond fund does. Franklin has been running this one since 2013.
  • Income lands monthly, and the fund has stuck closely to the mandate its prospectus describes.

Worth knowing

  • BBSB Thinly traded. Bid-ask spread can outweigh the fee edge for short holding periods, so execution matters more here than with the category's giants.
  • VGSH, SCHO and SPTS run the same short-Treasury job for 0.03%. The gap is a rounding error, but it is a gap.
  • Launched in 2023 with a modest asset base, so it has a shorter operating history than the decades-old incumbents in this corner.
  • FTSD 0.25% a year, above the 0.15% cohort median. The big index trackers (VGSH, SCHO, SPTS) charge 0.03%, so the broader government mandate carries a real price tag.
  • Thinly traded next to the category heavyweights, which can mean wider spreads on the way in and out.
  • The stated aim is current income and capital preservation, not capital growth. This is a short-end parking spot, and it behaves like one.

How we measure overlap

Each holding counts at its smaller weight in the two funds, summed over the full Holdings. Sector, country and asset class use the same rule on each fund’s split. Cash, FX and derivative lines stay out of the counts. Two bond funds get no overlap figure.
