CAn active large-cap growth picker that blends growth, momentum and value signals and treats the Russell 1000 Growth as a yardstick, not a blueprint. Launched in 2023, and priced above most of its peer group for that human judgment.

Stated mandate

Its stated objective is long-term capital appreciation.

Why people hold it

  1. 01Genuinely active: holdings come from Congress's own multi-factor screen spanning growth, momentum and value, with the Russell 1000 Growth as the reference point rather than a template.
  2. 02Past the fragile startup stage. Since its 2023 launch it has gathered hundreds of millions, which is more than most young active ETFs manage.
  3. 03Simple plumbing: a standard 1940 Act stock fund. No leverage resets, no K-1 at tax time, no derivatives wrapper to decode.

Worth knowing

  1. 01At 0.65% it runs above the typical fund in its peer group, and rivals benchmarked to the same index charge less (ACGR 0.39%, PGRO 0.50%, FFOG 0.41%).
  2. 02Thinly traded next to the category's heavyweights, so wider bid-ask spreads come with the territory, especially around the open and in fast markets.
  3. 03Distributions arrive annually or semiannually. The mandate is capital appreciation, not a regular income stream.
